(San Diego) Changes for people living in vehicles

What are the ordinances? Many people are choosing to live in their vehicles, nomads, some are not poor or homeless, it has become a lifestyle for many. There is a great channel called CheapRVLiving that I have watched for years. Some of the ideas on that channel could be used by cities to actually help people upgrade their vehicles to make them more habitable! Vehicles need just a few things, a place to go to the bathroom, a way to get clean, a way to stay warm or cool, basic electrical is great and easy, a way to keep some food and a way to sleep securely. If you watch that channel, you can learn lots of different ways to have that all work well. Sometimes I have seen people that live in their vehicles who just need something inexpensive, like a new tire which wouldn't cost the city very much and could help keep everything looking good, while giving the car owner dignity! I have thought if I won a lot of money, I would buy several of those smaller, class B campers and give them away. There is a lot of good ideas in the comments too, seems people want to treat others kindly!
