In many states, there is a thing called a Transfer upon Death Deed, and costs around $30. It is simple to fill out, the owner goes to the city hall, fills out the paperwork assigning a person to have the property if they die, and their name is then attached to the deed, but they do not have any rights to sell or take over the property until the owner dies.
