Homeowners face fines, lien over potted plants, rocks that neighbor does...

OMG, I had a neighbor like that, luckily, they left, and now my neighbors are great, but... everything was an issue, and the city was out so much, because they have to investigate complaints. I am so sorry this is happening to her; the city should have a limit on what is happening and be able to help her. Even if she puts just grass there, the neighbor is going to complain. The bad thing is a person has to follow the city rules, so.... some people complain and some don't care. Find out what fits the code and follow it.... Go to city meetings and get some laws changed so you can do some of these improvements with backup. Good luck darlings!
